From the front, the modest, empty building at 16« West Broad St. is a weathered patchwork of wood, glass and stucco. When viewed from the rear, it's a miracle the small and rickety frame structure is standing at all. Not for long. Earlier this month, city officials gave the go-ahead to demolish this 1855 house-turned-storefront, one of only four pre-Civil War structures still standing on West Broad. A three-story building is proposed for the narrow lot, with commercial space at street level and apartments on the upper floors. Walter Parks, a Richmond architect, is the developer. S
