Of all the things Barbra Streisand does, singing is what she does best. She's got a voice that can shatter glass when she belts a high note, and she can style a song to rival what Judy Garland once did. But Streisand doesn't do concerts often. And free television network broadcasts of those concerts are as rare as mice at a cat rally. Streisand's "final" public performances took place during a much-celebrated tour last year. As its Valentine's Day special, on Feb. 14 from 8 to 10 p.m., Fox TV will broadcast a two-hour recording of one of the events, as it occurred at the MGM Grand in Las Vegas. Streisand's concert production melds her signature hits with pop standards and show tunes. She's backed by a full orchestra and a 105-member choir. Like Garland in her heyday, Streisand has legions of fans. "Timeless — Live in Concert," the double album recorded at her concert performance, went both gold and platinum. She is now the best-selling female recording artist of all time. She received the Cecil B. DeMille Award for Lifetime Achievement at the 2000 Golden Globe Awards, and she'll be given the American Film Institute's Lifetime Achievement Award Feb. 22 during a special ceremony that will air on Fox this
