City Hall is still more talk than walk, but Mayor Dwight Jones' (No. 7) chief administrative officer appears more focused on inner-city issues than his predecessor. Economic development, particularly minority businesses, are a priority and there's at least a pause when certain City Council folks push for stiffened nightclub ordinances and the corporate boys want to move the Richmond Coliseum. It's far from enough though. At times it seems Byron Marshall has become chief guardian of a city bureaucracy hobbled by cautious politicking.
