Least Relevant City Ordinance

Back in the day, you could put a bell on your cow and let her roam free while she grazed. When you needed to find her, you’d just listen for the clanging. But not in Richmond, which still has an ordinance on record outlawing the practice. The law mandates that any cow, horse or mule found at large in the city can be confiscated and sold at auction by the police chief. Never mind that it’s also illegal to keep confined livestock in the city — except at Maymont, which has an exemption.
