Richmond City Council members piled into a conference room at the University of Richmond on Monday to brainstorm ways they could, you know, be a better City Council.

It was part of the council’s annual, day-long retreat, and ideas flowed for hours. As individual council members made suggestions, staffers wrote them down on giant pieces of easel paper and stuck them to the wall -- no judgment, no debate. Just raw ideas.
