45. Michael N. Herring

Richmond Commonwealth's Attorney

The City Council has his back. Council President Kathy Graziano (No. 48) recently sponsored a budget amendment to chip in $100,000 to boost the salaries of his deputies. And crime is down across the board. So why does it feel like Richmond Commonwealth’s Attorney Michael Herring has more to prove? Maybe because drug prosecutions and alternative sentencing initiatives aren’t as sexy as kerfuffles with City Hall over bad law (see: noise ordinance version 1.0). But that’s still not enough to downgrade his stock. And he could one day become Richmond’s mayor.
